College Council Minutes for February 16, 2000
Introduction:
Bert Leatherman and Medha Kirtane started off the meeting by applauding Hall ODonnell 03 for arriving on time...
Recent Events: Security and the Parking Committee decided to get rid of the $25 fine for parking overnight. The motivation behind it was to reduce drunk driving on weekends.
The head librarian said that the Schow library will be open until 3:00am starting this semester.
The Napster Ban: Comments should be emailed to Shawn Rosenheim. Mayo Shattuck, Joe and Bert continue to try to come up with a technical solution so as to end the ban.
Start thinking about running for College Council Officers, MinCo Reps, Committee on Shareholder Responsibility, Committee on Priorities and Resources, Honor and Discipline Committee and Honorary Degrees committee. Campaigning will begin February 27, 2000. More Information to come!!!
Recognition Requests
Eph Filmmakers Guild Tom Cubeta 03 and Mike Winton 03 asked Council to recognize a group dedicated to providing a venue for displaying, developing and discussing student made films. Carrie Ryan 00 asked where they would show the films. They will show the films in Bronfman, Griffin or Stetson. There was a vote to recognize the group: 27-0-0.
Funding Requests:
Literary Society: Kristina Fisher 02 requested $ 1,465 for the publication of Unbound. The group has discussion meetings every week and puts out a publication every semester. Carrie Ryan 00 asked how many copies they were planning on distributing and how they were planning the distribution. They will be putting 1200 copies near dining halls. Ben Angarita 03 asked about the open poetry reading events. Kristina explained that they have events every semester. Nelson Hioe 00 asked about other sources of funding. They are getting funding from the Writing Workshop, the English Department and the Activities Office. The budget passed 27-0-0
Martial Arts : Jon Salter 02 requested $600 for an intercollegiate Martial Arts tournament that will be coming to campus on April 15. Carrie Ryan 00 asked whether a student EMT could volunteer for the tournament instead of hiring an EMT. She also asked whether they would be charging other colleges who will be attending the Tournament. They will not be charging other schools from participating, but they will look into finding a student EMT. Nelson Hioe 00 asked whether they really need 24 trophies. They could cut the budget to have only 12 trophies. There was a motion to give the Martial Arts Club $400: 25-1-2
Juggling Club : Jon Salter 02 requested $581.15 for new juggling equipment that could be used in juggling performances this semester. Carrie Ryan 00 stated that we should question liability issues because funding torches and knives might become an issue. Joe Masters 02 stated that torches tend to be extremely safe. Todd Rogers 01 asked how many active members there were in the juggling club: there are 7 regular members and many more who attend meetings intermittently. Felton Booker 01 asked how many shows they were planning on having --multiple. There was a motion to pass the full budget: 22-3-1.
Habitat for Humanity: Honey Phillips 00 requested $1500 for the Habitat for Humanity trip to Tampa, Florida this Spring Break. She had come to council last month and was asked to request funding from the Deans Office and the Presidents Office. The presidents office decided to fund $500. The Habitat for Humanity trip has been funded by council in the past. Many members stated that this is a project aiming at social responsibility, and hence we should support it. There was a vote to fund: 23-2-1
Bowling Club: Steve Moore 00 and Kim Massare 02 requested $187 from College Council for the Bowling Club. They are planning on having 5 games over the course of the semester and requested funds from Council for publicity, gas money, a trophy and one game. They were still waiting to hear from other sources of funding whom they contacted earlier this week There was a motion to fund $47 : 25 -1- 0
The College Council Motor Coach Update: Phil Swisher 01 stated that there will be Motor Coaches going to Albany, Boston and New York this spring break. Phil presented the survey that was conducted which illustrated overall satisfaction with the service. Carrie Ryan 00 asked when whether Council will be hiring a new manager for next year. Phil, Bert and Medha stated that this was not certain yet.
Student Faculty Committee Updates:
Committee on Undergraduate Life June Yi 02 reported that the most recent discussions were about the co-op system. They will be discussing the plans to improve the co-op system. Email 02jhy with comments.
Winter Study Committee Christopher Warshaw 01 said that the committee hasnt met since last semester. This semester they will be going over the faculty adjuncts evaluations and the financial aid assistance for 99s and for travel winter study courses. There was much discussion about financial aid for travel winter studies. Bert spoke about the need for student evaluations of winter study teachers. Todd Rogers 01 stated that financial aid received for Winter Study should be consistent with a students financial aid package. Any comments should be sent to 02cjw.
Safety Committee Carrie Ryan 00 stated that they are working on lighting the West steps. The Fire Safety Regulations have also been changed. The College is really going to work on ensuring that hallways are clear of clutter. If you leave stuff in the hallway, the custodians will collect them and lock them in a box until the end of the semester. There will also be a fine for cigarettes not put out correctly. The committee questioned whether the residential halls should be smoke free. Greylock is being remodeled and it is possible that the new fire detectors may be smoke sensitive. There was a lot of discussion concerning the fire at Seton Hall. Susan Levin 02 is working on ensuring fire safety here at Williams and asks all concerned students to email her (02sel). Jonathan Plowman 00 stated that the committee should work on having sprinklers in all buildings. Any specific questions about the new Fire Safety policy should be emailed to Joe Mirand. Comments? P and J news on Dining Hall Tables:
Matt Gutman 00 proposed to attach a copy of the P and J newsletter to the DA. It would appear daily on dining hall tables. The cost would be 15 cents a week and the DA deliverer will be paid an additional $50 a semester. Shenil Saya 02 stated that the P and J news may be biased. Matt stated that they could consider looking for other sources over the course of this semester. Jonathan Plowman 00 questioned whether this was necessary given that students can subscribe to the news via email. Matt stated that they wanted to get students to talk about the news in communal spaces. Bert asked whether this would detract from the announcements of campus groups that are in the DA. Joe Masters 02 and Carrie Ryan 00 stated that this is a great idea, and that this will truly spark discussion. Allessandra Stewart 02 stated that some of her constituents felt as though this was a waste of paper. There was a motion to fund $60 for the distribution of the P and J news for the rest of the semester:

Members Open Time:
Carrie Ryan 00 asked whether members constituents were in support of smoke free dorms. Council received opinions that stated smoke free dorms were not a good idea. Hall ODonnell stated that the cigarette butts thrown outside piss him off and not allowing students to smoke in their rooms might exacerbate the pollution problem. Carrie stated that there were fire safety issues involved and that over have of the fires in college campuses are due to cigarettes.
Elizabeth Moulton 02 stated that Subway is thinking of closing earlier because of students harassing the workers. Nishant Nayarr 02 asked whether a security guard could have a greater presence on Spring Street. Jonathan Plowman 00 asked whether some disciplinary action could be taken.
Nelson Hioe 00 stated that he is very upset that no disciplinary action has been taken against the students who caused $2400 worth of damage to in Williams Hall. He wants to put out a bounty to find out who was responsible for the damage.
Medha Kirtane 00 reminded everyone that the Intercollegiate Conference Be on the Box will be hosted here at the end of this month. All the Conference discussionss are open to all students. If you think you can house some of our guests, email Anne Lee 00.

5 about Napster ban: Bert Leatherman, Mayo Shattuck and Joe Masters are working on finding technological solutions so as to end the Napster Ban.
1 Complaint about the Semester Report being distributed to SU Boxes. Bert and Medha will be responding to this. We have gotten a lot of positive feedback regarding the Semester Report.
1 regarding Mascot Todd Rogers 01 will be in contact with the College Council about this.
1 stating that the NY Times distribution was great.
1 stating that the International Dinners at Dodd were actually good in opposition to an opinion that was expressed at the last college council meeting.
