Winter Study Evaluations and Possible Differences in Grading Policy between Departments.
The College Council Minutes for February 23, 2000
Introduction:
Medha and Bert started off the meeting reminding everyone that self nominations for the CC officer and at-large positions are due this Friday at 4:00pm. Email nominations to election@wso.williams.edu or send them to SU 1016.Bert also mentioned that the extended Schow Science Library Hours will be beginning soonJ .
The Elections supervisory Committee has been formed: The chair is Reed Wiedower '00. The additional members are: Kristin Wikelius '01, Iva Borisova '02, Chris Abbott '03 and Dorian Baker '01.
The Winter Study Committee: Professor Karabinos spoke to council regarding the suggestion to institute evaluations for winter study adjunct professors. A new evaluation system will hopefully be implemented next year.
Allessandra Stewart '02 brought up the issue of Financial Aid during Winter Study and the fact that many students are unable to participate in some travel courses and 99s because of financial reasons. Benjamin Angarita '03 stated that it is important to recognize Winter Study as a established academic portion of the school year and hence we need to ensure that all students have an equal opportunity to take courses. Morgan Barth '02 stated that Winter Study has become a period that is no longer regarded as intellectually challenging and he was wondering if anything could be done about this. Prof Karabino stated that we should address that after discussing financial aid during WS. Todd Rogers '01 stated that as long as we treat WS as an intellectual endeavor, we need to give it the same financial aid treatment as the rest of the school year. The Committee will be meeting with Paul Boyer of the Financial Aid Office to assess options for financial aid. Rob Seitelman '01 suggested implementing scholarship programs.
Prof. Karabinos brought up the reputation of WS. He felt as though the reputation of WS has diminished as a result of a few horror stories. He felt as though an way to improve the reputation among faculty is to allow faculty members to interact more with smaller groups of students. This would expand the possibility for faculty and students to have positive WS experiences. Carrie Ryan '00 suggested extended the WS 99 proposals deadline and she stated that the imbalance between WS courses and semester courses should not be as great as it is in terms of workload. Terri O'Brien '02 stated that she feels as though Winter Study works well currently. She stated that the specific courses may need to be changed but that having a range in the level of courses is desirable. Student Faculty Committee Updates
Campus Environmental Advisory Committee: Matt Wessler '01 stated that the goals of the committee for this semester were to: 1) have reusable bags at grab and go, 2) ensure that we have a stronger composting policy, and 3) conduct an audit for the paper use on campus. They are also trying to figure out the best way to recycle the weekly NY Times. Comments, Concerns? Email 01mww.

SAC: Carrie Ryan '00 stated that the reason RUN DMC was late was because his flight was cancelled 4 times that day, which was out of their control. She also explained why they chose Goodrich as the venue for the concert. The only other options were Lansing and Lasell. To have the concert in Lansing would have cost $2000 more. In order to avoid the outdoor line, the line at concerts will now go through Lasell, so that students don't have to stand in the cold.
Bert asked how much the entire concert cost -- $10,000. Morgan Barth '02 and Bert stated that they felt as though that money could have brought more music to campus if used efficiently.
Joe Masters '02 stated that he truly enjoyed the concert and that the energy he saw at the concert was truly amazing. Nelson Hioe '00 reminded the council the RUN DMC, Dar Williams and Razhael altogether cost less than the Ben Folds Five Concert last year.

CDC: Felton Booker '01 stated that CDC is working on identifying differences in student satisfaction between minorities and non-minorities. They are working with Rick Meyers and will be conducting interviews with a number of affinity groups. Medha added that they are working on getting to the root of the problem that has been indicated by the survey that seniors fill out before they leave.
Funding Requests:
Literary Review: Adrienne Wiley 01 requested $1000 for the publication of the semesterly publication The Literary Review. They saved $550 from last semester. The vote to fund Lit. Review $1000: 23-0-2
Culture Counter: Adrienne Wiley 01 requested $300 for the publication Culture Counter. They found $1000 from other sources. The vote to fund Culture Counter $300: 24-0-1
College Bowl: Joe Busnego 00 requested $100 from council in order to cover the emergency that occurred on their trip back from a competition in Boston. Their vehicle broke down and hence they needed to take a cab back to school. Members felt as though we should not fund things that were not in our control. The vote to fund College Bowl $100: 9-10-6.
Recognition Requests:
Williams College Architecture Association: Mike Toth 00 requested recognition for a group whos mission will be to provide a forum for those students interested in Architecture. 37 students attended their first meeting. The vote to recognize: 25-0-0.
Grading Differences among Departments?
Nelson Hioe 00 stated that he has begun working with Rick Meyers on discovering what factors influence students when they are choosing their major. He would like to assess the roles that grades play in the process. He would like to not only look at average GPAs in departments, but also at grade distribution and the effect of the first grade you receive in a department on your major. Susan Levin '02 stated that he should also ask students as to why they choose certain majors. If you are interested in this subject: email 00nnh.
Opinions:
A total of 13 opinions were sent to council this week.
1-3) Napster: Students wrote in concerning the Napster Ban. 2 students felt has thought the ban should be discontinued and the third offered technical suggestion for ways to eliminate the ban allowing limited use of Napster. CC members continue to work on this. Bert Leatherman '00 will respond to this.
4-5) New Parking Regulations: A student asked whether the fine reduction was going to be retroactive.
Another student stated that the reduction is a step in the right direction, however that security should be more lenient about the parking violations in general. Carrie Ryan '00 will look into this.
6-7) Fire Safety Regulations: Two students wrote in expressing their discontent concerning the new fire safety regulations. They called for the need for better indoor storage space if these regulations are to be enforced and that the regulations seemed to address the wrong issues. Carrie Ryan '00 will take these concerns to the Safety Committee.
8) Changes in the On-line Facebook: A student did not think that some of the categories on the new facebook were relevant and that categories such as dating status and plans should be dropped. Joe Masters '02 stated that the categories were added on Valentine's Day and that since then 600 students have taken advantage of the new categories. WSO will be adding an opt-out option. Mayo Shattuck '02 asked for more categories. Nelson Hioe '00 asked if it was possible to search the facebook by these new categories --No, because it might just make the facebook a dating service! 9) Donation Boxes in Baxter: should be there all year. Benjamin Angarita '03 will work on this.
10) Curtains in the Mens Locker Room: were requested. This will be looked into
11) NY Times: A student applauded the effort of distributing NY Times around campus but felt as though it may need to be altered to further benefit the campus. They suggested reducing the # of copies of the Times being distributed and using the additional funds to put daily papers in places like Goodrich and the snack bar and possibly add News magazines. Todd Rogers stated that we are looking for such opinions, because this was a 4 week trial period- email purplebubble@wso.williams.edu.
Terri O'Brien '02 stated that the Times were being read and being read throughout the week.
12) Shuttle: A student requested that changes in the Shuttle Schedule should be better publicized Ami Parekh '01 will take care of this
13) Political Activism: it was suggested that CC fuel political activism by funding groups such as Ephs for Bill Bradley and other political groups. The opinion stated that the new bylaws move away from providing a politically aware campus, and that they should have been modified to increase funding of political groups. Carrie Ryan '00 will respond to this. This discussion will be continues later. Carrie stated that in order for a group to be active and decrease political apathy, it does not require funding.

Carrie Ryan '00 stated the Residential Improvement Committee will be presenting its proposal to council hopefully next week.
Benjamin Angarita '03 delivered a short speech about his dream to recruit more students from high schools not typical for Williams. He will be discussing this in the Wilson Room in Greylock on Friday from 6:30-7:30. Join him! Comments? Email 03bna.
