Minutes for March 1, 2000
Introduction: Bert Leatherman 00 began the meeting stating that the chair of Information and Technology promises an answer regarding the Napster ban within a week. Additionally, President Vogt will be meeting with President McCartle (president of the NESCAC presidents) soon and then all the presidents will be meeting again in April.
Medha Kirtane 00 stated that there will be a debate between the CC presidential candidates tommorrow which will be sponsored by the Minority Groups on campus. The College Council sponsored debate will be on Sunday from 8:00pm 10:00pm. Both promise to be excellent and everyone should go with questions for the candidates.
Elections are next week on Tuesday and Wednesday: Dont forget to VOTEJ
Student Faculty Committee Updates:
Committee on Priorities and Resources: unfortunately no one was able to make it to the meeting.
Student Health Advisory Committee: Caroline Messmer 02 was unable to attend but any questions can be emailed to 02ctm.
Lecture Committee: Lauren Buckley 00 unfortunately couldnt make it. She had informed the council that they hadnt met since last November. Any comments, concerns? Email 00lbb.
Recognition Requests:
The Entrepreneurs at Williams Club: Felton Booker 01 requested recognition for a group of students convened to promote and support entrepreneurship and the entrepreneurial spirit. They propose to bring speakers, host workshops, provide summer internships and have a Business Plan Writing Contest. Todd Rogers 00 said that this is great idea and asked where the money was coming from. Felton stated that most of the money will be coming from Alums.
Vote to recognize the Entrepreneurs at Williams: 27-0-1
MinCo update Shenil Saya 02 stated that this is Womens History Month and tonight at 9:00 at Hardy House, they will be showing GI Jane. Minority Groups are also organizing a debate for the CC Co-presidency candidates. June Yi 02 thanked everyone that participated in the Be on the Box Conference this past weekend. MinCo elections are coming soon. Bert Leatherman 00 stated that there is only one person running for the 2 MinCo rep. positions remember that there is the possibility for write-in candidacy. Shenil stated that this is also International Week The director of the Security Council is speaking tonight at 8:00 in Griffin and many other events are planned for this week including a Euro-Rave on Saturday.
Funding Requests:
Hawaii Ohana: Chris Abbott 03 and Dave Walfish 00 requested $575 for a Luau, which will probably be in the Congregational Church. They would like to expand the Maholgram day to make it an all campus event. Dave Thal 03 asked why they will be renting out the Congregational Church when there are so many spaces on campus. There are no other spaces with a kitchen that would hold around 150 people and be able to have performances.
Vote to fund $575 to Hawaii Ohana: 27-1-0.
Real Deal Phil Groth 00 requested $1000 for the publication of three issues of The Real Deal. They are hoping to also plan a promotional event at the end of the year and to begin buying equipment using advertisement money. Carrie Ryan 00 asked whether they were able to get any assistance from the Deans Office and/or from the President. They stated that they are attempting to get an office space and the Deans would rather contribute towards the office instead of towards the publications themselves. Nelson Hioe 00 stated that he thought they should use some funding from advertising towards the publication. Joe Masters 02 stated that he thought Council should fund the entire $1000, because there are startup costs involved in starting a paper. The Real Deal is currently operating under the assumption that CC will not fund them next year and they would, hence, like to have some funding to start off next year. Medha Kirtane 00 suggested using equipment from AV. Laura Almstead 01 stated that this is important to the campus and many of her constituents enjoy this publication, hence she felt as though it should be funded. Reed Wiedower 00 mentioned that it is very difficult to begin advertising in the middle of the semester. They will probably be able to begin getting advertisements this fall. Ben Finholt 00 stated that a total of $1800 for a publication is not much more than we give other campus groups for one publication.
Vote to fund $1000 to the Real Deal : 26-1-1
Election Supervisory Committee Reed Wiedower 00, the chair of the supervisory committee, said that they have been working on informing candidates about the rules for campaigning and on publicizing the elections and debates. The Self - Nomination Packets should be out today. The debate will be on Sunday from 8-10. The speeches of all the candidates will be first and then the presidential debate will take place. The committee has issued one statement so far during this campaign and it was to the Phil Swisher 01 and Felton Booker01 ticket. They were suspended from campaigning for 3 days. The conclusion was unanimous. The reasons for suspension were: 1. Passing off Self-Generated Data as Real
2. Intimidation of other Candidates
3. Misrepresenting themselves
4. Misleading the Elections Supervisory Committee.
If you have any questions please email election@wso.williams.edu. The committee continues to meet regularly. No more names can be added to the ballot, however write-in candidates are still possible. Any questions about campaigning ...email the committee. Ben Finholt 00 asked whether the campus would be informed of the actual details of the mistake made by the Swisher/Booker ticket. He was told he could ask the candidates themselves. Jon Wesley Foreman 00 asked why they decided upon this particular punishment. The committees only abilities are to suspend campaign time and if repeated campaign offenses occur they are able to remove a ticket from candidacy. The committee spent 20+ hours deliberating this particular situation.
Mayo Shattuck 03 stated that the publicity regarding the self nomination deadline and regarding the list of those running could have been improved. He also stated that the packets should come out earlier. Bert responded by saying that they try to time the packets so that they come out early enough but not so early that people forget about them by the time of elections. The list of candidates, however, should definitely come out sooner. Sheraz Choudhary 00 read some of the opinions CC received regarding the elections.
One student complained that they turned in their nomination 1 hour late because they were misinformed, yet they were not able to run. Unfortunately a deadline was set, however, write-ins are still possible. One student complained that the start time of campaigning was ambiguous and not clearly stated to all the candidates. One student asked whether it was appropriate for Reed to be the chair after the events that occurred last year. Bert said that they were very happy to have Reed as the chair of the committee. The opinions will be sent to the elections supervisory committee. Todd Rogers 01 asked whether a mechanism of appeals exists? Yes one does - It is outlined in the bylaws.
Student Trustee Nishant Nayarr 02 asked how the CC felt about having a student on the board of trustees. There are students on the board of trustees at other schools, and it has been attempted in the past at Williams. Joe Masters 02 stated that this is an excellent proposal. Students would be able to elect the student trustees and then they would have to be seated by the board of trustees. Rory Kramer 03 asked whether the students would be able to vote. This is questionable. They probably will not be able to vote when the entire board convenes, however they may be able to vote on subcommittees. Carrie Ryan 00 asked whether we had a young alum on the board of trustees no. Todd Rogers 01 asked how CC could help Nishant in his endeavor. If you are VERY interested in this, email Nishant: 02nn.
Residential Improvement Committee (RIC) Phil Swisher 01 explained that RIC was formed at the beginning of this year in order to assess and improve the housing system. Prof. Darrow stated that over the past years there has been much discussion as to ways of improving the housing system. The functions of the house president according to this proposal were to improve 1. Faculty Involvement, 2. House community and 3. House management. Phil went through the contents of the proposal which will be posted on the Deans Webpage. Dean Lee spoke about training of the House Presidents. It will be 6 hours of training over a weekend. They will be given tips, skills and budgetary advice. The housing committee voted to keep co-presidents instead of having one house president and one social chair as the original proposal suggested. Kristen Sullivan asked about Faculty Support of this proposal to increase faculty involvement in the housing system. They will be asking Faculty to volunteer. It has not been voted upon by the faculty.
Nelson asked how these changes will help to achieve a greater sense of house community. It will have more student-faculty interaction and the recognition that house presidents are responsible for more than parties. Medha Kirtane 00 asked about how this proposal came about. She was highly disturbed about the process because student opinion did not seem to be taken into account. If this is a community issue, she wondered why the community didnt know about this proposal earlier. Dean Lee stated that the process is not complete. There will be an open forum and then adjustments will be made. Medha made sure that this will be brought to council again. Joe Masters 02 stated that the biggest part of this proposal is increased faculty involvement. Heather Matthews 02 stated that the CC was an excellent forum for discussion of this proposal. Carrie Ryan 00 spoke about the housing co-presidents aspect of the proposal. She stated that the purpose of the having only one president and one social chair was part of the essence of the original proposal. Ben Finholt 00 stated that the size of the had been a problem in the past. Nishant Nayarr 02 said no endorsement should take place until a public referendum does. Ami Parekh 01 stated that we should not vote to endorse but we have the opportunity to bring the proposal to the public and that we should solicit constituent opinion about this. Nancy Walworth 00, who is on housing committee, said that we should not endorse this. It is a good idea but it is flawed and hence needs to be further worked on. Talk to your cc reps about this.
Goodrich Update Ryan Mayhew 01 stated that they are considering a change in the block scheduling policy. They will be limiting the # of weeks that people can reserve rooms in Goodrich. Midnight Basketball is beginning again! They have added a TV and games in the living room. There will also be new lighting in the building to allow for studying. The Goodrich Activities Board will begin programming after spring break. The committee is also assessing the resource room and on ensuring that it is better utilized. They are also analyzing the survey that was conducted. A few people from the Log Committee, GAB and SAC have been working with Rich Kelley in order to assess the ways in which all three can work together. They would like to see the Log and Goodrich complement each other better.
Opinions
1) A student asked whether the Shuttle Service schedule could be sent out to the entire campus Ami Parekh 01 stated that B&G was supposed to send it out last week, but that it will be sent out soon. She and Dave Thal 03 will write a proposal on establishing a paid position to handle the shuttle; it may be possible to merge the position with the job to manage the Motor Coach Service.
2) Complaints concerning the Elections Supervisory Committee were discussed earlier and set to the committee
3) There was a complaint about the use of CC and house listservers to promote specific political causes.
Medha stated that any email sent out was not an endorsement of a particular viewpoint but simply information.
Open Time
Ben Finholt 00 asked if Off Campus students could receive the Sunday NY Times. Todd stated that it would be possible if we could figure out exactly where to deliver the papers.
Healy Thompson 03 wanted to address concerns as to how the elections have been run so far. She found the publicity extremely lacking and she hoped that the elections would be better organized.
Hall ODonnell 03 asked whether it would be possible to get clocks in all classrooms. He will look into this.

Susan Levin 02 stated that there were cars in the upper mission lot that had been sitting there for extended periods of time and that there are snow banks forming around them. Unfortunately not much can be done.
Benjamin Angarita 02 spoke about the effort to attract students form different socio-economic backgrounds. They are hoping to bring parents and the students from underrepresented areas to Williams.
