COUNCIL BATTLES AGAINST CAR ALARMS AND POLICE SIRENS THROUGHOUT MEETING!

Introduction Medha started off the meeting by mentioning that next week at the last College Council meeting of the year, we hope to have a brainstorming meeting in order to set the goals for upcoming year.
Also next week, the Faculty/Administration and Staff awards will be presentedJ , and the meeting will hopefully be in Baxter Lounge (we hope to see all of you there!).
We also hope that the Dean of the Faculty will be able to attend next weeks meeting in order to address the issue of many professors leaving Williams, which was brought up in the Record this last week. Other issues we may want to discuss with the Dean of Faculty include the faculty opinion on the push for writing intensive classes, and how all the professors leaving will effect the class size issue.
Medha also mentioned that this year, for the first time ever, we will be compiling a list of all the suggestions that people offered in their nominations for the student faculty committees to send to the chairs of the committees. (The names of the students will be completely anonymous).

Student Faculty Committee Updates***Dining Services Danielle Tarantolo 01
- Dining Services is increasing breakfast points in the snack bar and breakfast points are probably coming to Goodrich.
- Dodd might be closed for Friday lunch because the personnel needs to be used to help out at grab n go, which has proven to be extremely successful this past year. Elissa Shevinsky01 brought up the fear that this will lead to the eventual closing of Dodd. Danielle stated that Dodd will not be closing down, but that it is probable that more students will benefit from an expanded Grab n Go.
- Peanut chicken won the recipes from home contest so it will now become a Dining Hall Regular

The representative from the library committee was unable to make this weeks meeting. Any comments or questions for the library committee can be sent to Clare at 01cam.
***Academic Computing Sheraz Choudary 00
The committee is currently working on updating the computer, administrative system. They approved a new system that will give us more flexibility, and hopefully in the next two to three years, parents and students will be able to check their bills on the web, and SELFREG will be on the web. Nishant Nayarr 02 mentioned that the public printer in Goodrich has been out of toner for a while. Ryan Mayhew 01 stated that the assistant Goodrich Manager would take this care of. Tim Karpoff 01 brought up the recent problems with Colrain. Sherazs recommendation use WSO "it is much faster and better". In order to set up a WSO account, click on the "how" on the WSO page. Ryan Mayhew01 spoke briefly about the fact that 4 I-Macs are coming to Goodrich lounge for a sort of public cybercafe. Todd Rogers 01 asked why they are all going to be I-Macs. Bert defended the Macs by saying that they save space, are cheap and are fast. Medha Kirtane complained about how the new WSO web page is user-unfriendly. ***CEP Max Weinstein 00
Max stated that the CEP ended its term by discussing whether we should consider switching to a "credit-hour" system. However, this is extremely unlikely to happen because there are simply too many logistical problems. (THE FIRST CAR ALARM GOES OFF IN THE BACKGROUND)
The CEP also had a very helpful discussion on the CC response to the CEP report on class size. Their favorite idea in the CC proposal was the student evaluations of departments that seem to be lacking. They believed that this would lead to the most change.

Budget RequestsMHINDS Max Weinstein requested $600 for 4 masseuses for this semesters Stress Buster. Once again, professors will come and scoop $500 worth of ice cream for students. The council voted: 22-2-0.

Housing Committee Update Rebecca Rehm 00 and Phil Swisher 01The new housing presidents stated that they hope to see the housing committee become more organized, and that next year there will be more emphasis on attendance at committee meetings. They also hope to plan parties on a long-term basis. They plan on having the Housing Committee listserver open to all students, and on having more members on the committee in order to increase communication with College Council, Frosh Council and SAC. They hope to keep the Freshmen class and the JAs more involved in the committee.
Tim Karpoff01 asked if anything was being done to ensure that the problems that occurred with the housing draw this year wont happen again in the future. Phil Swisher responded by saying that the rules regarding who will be working at the housing draw are being changed.
Owen Boger 01 asked if they could speak about their recent proposal to look at the issue of changing the housing system to a system of clusters (consisting of approx. 200 students). Phil stated that a committee will be formed at the beginning of next year whose goal will be to look at the feasibility, advantages and disadvantages of such a system

Update on the CC Motor Coach Service Phil Swisher 01This year will be the first time an end of year service will be offered to students. Over the course of this year the motor coach service sold over 400 tickets. One change that will be occurring - instead of going to Grand Central Station in NYC, they will be going to Penn station. Phil is currently looking into a charter service from North Adams to Albany Airport (a 15 min flight), which wont cost that much, for next yearJ .
Medha Kirtane 00 said that it would be beneficial to find a younger student to learn the rules of the motor coach business so that he/she can take it over when Phil leaves Williams. Any proteges for Phil Swisher?

Composting Service Update Tanu Kumar 01 and Katherine Birney 00We produce 2000 pounds of food waste a day, of which we compost 600 pounds. There is a campus wide composting program whereby students give the waste to a farm. By the end of the year the students responsible for the composting hope to have an all-campus waste-free picnic. (A CAR ALARM GOES OFF AGAIN, A POLICE CAR WITH ITS SIREN ON DRIVES BY AND A LOUD AMBULANCE DRIVES BY)
One of their goals is to raise student awareness of the composting program. They stated that there is room for improvement, such as a plate-scraping program. They would also like to see the composting program move from an entirely student run program to a program that will be overseen by the administration (CAR ALARM STILL GOING OFF). Erin Troy 01 asked about economic efficiency of the system. The main expense is paying student workers. The college could actually save money if it composted all 2000 pounds of waste. Owen Boger 01 asked how much it costs to haul the waste to the composting place $45 a time. He also asked why students are being paid to do this - could this be a volunteer position? The reasoning behind the payment is that the it is the only way to ensure that the composting actually be done, and because there wouldnt be that many volunteers considering that composting can be "disgusting after all you are working with waste." The new committee selections for the empty STUD-FAC committee slots have been made!The council approved the suggestions made by the appointments committee : 24-0-0. New committee members will be notified by the end of this week.
Todd Rogers 01 brought up that the council should reevaluate the way in which committee selections are made. Mark Acton 00 states that it seems as if council blindly approves the selections of the elections committee. Sean Glasheen 01 brought up the idea that the council be shown the nominations earlier in the week and then approve of them if they see fit. Peter Krause 02 stated that he, like Todd, doesnt think that this is the ideal way to make committee selections. Nishant Nayarr 02 and Tim Karpoff 01 stated that it seems to be a good idea that Council has the ability to veto the selections of the appointments committee in the case of large problems. Nishant Nayarr 02 questioned what exactly the power of the council is. The answer council has Veto Power over the selections. Tim Karpoff 01 stated that it would be necessary to change the constitution in order to totally change the way in which appointments are made. Carrie Ryan 00 stated that it might be a good idea to send out the list of appointments committee nominees to the CC listserver earlier in the week, so that the council members could make a more informed decision.

MinCo Update Shenil Saya 02 and June Yi 02Next year : a huge conference is coming to Williams. It will address a lot of minority issues such as the lack of minority faculty. (YET AGAIN the CAR ALARM GOES OFF!)
June also spoke about the MCC renovations that will be taking place over the summer.

- Minutes should be sent out on email (in a way similar to the DA) Ill check this one out
- Housing problems- According to studies, psychological problems occur due to over crowding. The lack of common rooms in Mission may lead to such problems! Peter Krause 02 will be looking into this

OPEN TIME:Matt Haldeman 02: Lehman Council would like to give monthly updates to council. He will be proposing an amendment to council next week in order to make this possible for next year.
Medha Kirtane00 : College Council should look into having a leadership-training program for coordinators of all student groups. Sheraz said we might think of opening up the training to all students as presently perceived, the training hopefully will be open to all students.
