Uncle Eph is the fictional character who picks up all of the expenses on campus. A typical usage:
"Man, that's a lot of food you bought for the party."
"Don't worry, Uncle Eph is covering it."
Uncle Eph was inspired by Uncle Sam (whose inspiration, incidentally, lived a few miles up the road in Troy, New York).
