The 1914 library is where financial aid students borrow some of their textbooks for the semester. It's usually open at the beginning and end of each semester, and its hours and inventory are posted on http://www.williams.edu/admin/finaid/1914/.
It also solicits volunteers who, in return for working in the library for 3 hours, get first dibs on books at the beginning of the next semester. You can never tell how good the 1914 library will be to you any particular semester. Students might get all their necessary textbooks one semester, and get only one or two the next semester. Fortunately there are also $60 and $100 vouchers for students who still need to buy textbooks. The $60 voucher can be used for any number of books bought at Water Street Books, and they will have to be returned to the library at the end of the semester. The $100 can only be used for any one book that costs more than $100.
The long line that forms outside the 1914 library at the beginning of every semester is sometimes called the "bread line."
