Current Status: moved info, rewrote and deitalicized the "CUL big brother" last para. made it less accusatory? more?
The CUL is debating how to accomplish the transition to anchor housing, how houses should be governed, how to evaluate the success or failure of clusters in the future, and how funding should be allocated to clusters.
