Make Peoplesoft [http://wso.williams.edu/~emiller/peoplesoft/ more streamlined].
Find a way to make it easier to switch between duplex and non-duplex printing. [Aside: Making duplex a default setting only produces more waste ; when people don't want it; , they have to re-print the whole job ...using twice the paper!]
Make all printers require a login before printing, like the Jesup color printers, to prevent wastage.
